Ryzen 1600x locking to 2.18GHz when overclocked

I have an R5 1600X on an ASUS ROG B350-F motherboard with Corsair Vengeance RAM with the D.O.C.P. 3000 profile enabled. Whenever I try to bump the CPU clock up to anything other than stock then boot into Windows, everything instantly feels a little slower, and going into Task Manager shows that, while the base speed has supposedly been set to 3.70GHz, it keeps capping the speed at 2.18. And as you can see in the screenshot, it appears something is preventing my CPU from going to 100% load.

I'm not touching the voltage or anything else except the CPU clock, as I just want to test to see how much I can get away with before increasing the power, and while I'm no overclocking expert, I do know that if it was a power issue, then my system would just flat-out crash instead of reducing max CPU load.

 

And before someone suggests it: yes, I made sure Windows was set to High Performance.

Have you just used Task Manager to view clock speeds? I'd look for something else, as Task Manager is notorious for being unreliable.

Did you look at the included screenshot? Even AIDA64's CPUID is saying that it's maxing out to 2195MHz.

Not to mention, I can TELL the clock speed has been decreased because Windows feels slower when I do this.

yes but they also still noticed it running slower so its not just TM

Sorry, didn't see that. My mistake. Just a basic troubleshooting step. As I have no experience with overclocking, I'm not sure about much more.

try reducing RAM speed to stock frequency of ddr4?

Hmm. This is rather odd!!  I'd suggest that you try and set the voltage to 1.32v and see what happens. 

I have my 1600(non-X) at 3.9GHz with 1.36v

 

The other thing to try is just reset the BIOS with the load optimised defaults or something like that. Then try again?

Is your BIOS up to date?

Do you have the AMD Ryzen Balanced Power on in your power settings?

I was overclocking my 1600, accidently set it to 1.7 volts vcore and it secretly put my chip to 1.5ghz, i only noticed when i checked cpuz but task manager said 3.9 as it was meant to be. Check temps, mess with the voltage a tad and see what happens
