Can your friend not justify another $50 over his limit? If not, you might be able to get a cheaper white case, but otherwise, that's all I'd recommend. I wouldn't go any lower on the motherboard and you already have a pretty sweet motherboard for the price. You might be able to spare like $10 from going with a ddr4-2400 kit over a ddr4-3000, but that's not a really big difference.

Go for an R5 2600 IMO, X470, soldered IHS, and more multi-threaded performance > 15+fps with the i5, or get an i7 8700 if you must go coffee lake

Also don't buy an overpriced 1060/580 if you can help it. GTX 1050ti is almost normal price

 

You should buy a case that actually has airflow.

Could shave it down further by dropping the SSD and getting 8GBs of RAM

Always get dual channel memory, and the fastest one you can find.

Semi modular and wattage don't affect the quality.

 

The CX550M would be nice if you wanted to save a lot though.
