Find an RX 580 that's $299 if you want free-sync. Prices went back up again I guess, 8GB ARmor OC here, maybe not the best heatsink, but at least it's 8GB

Ryzen just doesn't offer as much performance as Coffee Lake, so for this I'd recommend going with a i5 8400 (cheaper CPU) and get a stronger GPU like a 1070/1070ti

Games are now supporting more and more cores, making more cores more relevant, and making single core performance a bit less important, and besides, between Zen+ and Coffee lake, the  single core performance difference is small.

EDIT:  The rig is also for streaming, which with the extra 2 cores, should be better.

Ryzen crushes the i5 when it comes to out-of-the-box streaming. You can play around with a lot of settings to make it better, but if you can out-of-the-box it with AMD, why bother? The performance gains aren't that high.

 

Though you're cheaper route would be smart, with a Ryzen 1600/2600 subbed in for the i5.

Medium settings mostly, just turn off shadows/AA and you'll probably be fine.
