Micro stutter in every game no matter how simple

Recently ive been noticing more and more stutter in every game. Not just the games that i could expect a bit of hiccups in like far cry 5 but also much more simple games like ni no kuni 2 and tower of time. It doesnt matter what i set my graphical settings to low or high its always there. One of the things that i noticed is that the stutter is minimal when not moving around in game but seems to stutter when things are loading like moving through an area and the such. I've tried nearly all of the fixes out there for this: Disable xbox dvr, Stopping startup programs, testing on a different gpu, removing overclocks and setting everything to default. completely reinstalling windows, dusting insides of computer and reseating everything that plugs in, changing storage location, defragging, capping my fps, turning gsync on and off, messing around with nearly all of the settings in nvidia control panel. None of it worked. Ill post some graphs here to show you what it looks like

My specs are:

Intel 4770k

16gb corsair vengeance ram 1600mhz

gtx 1080 fe

sabertooth z87 tuf motherboard

corsair neutron 250gb ssd

seagate barracuda 3tb hdd

dell 144hz 2k gsync monitor

razer peripherals

Are the games loading off the HDD? That might be a tad slow causing some stutters?

I edit my posts a lot.

Did you buy used? Anything overheat?

If it overheated there COULD (not guarantee) be microfractures which cause issues of electronics not working 100%. Though I doubt this is the cause. It is possible though.

when i moved into a new apartment my temps were kinda wonky for a couple days and my gpu got up to 90 for a couple minutes but when i noticed it i instantly stopped the game and adjusted my airflow and fan settings. i dont think this is it because my other gpu did the exact same thing during my troubleshooting and it never got above 70c

Firstly check temperatures of all components and revert BIOs to stock.

I would then check if you potentially have the standby memory issue which could cause stutters: https://www.reddit.com/r/Windows10/comments/8cdzsb/are_your_games_stuttering_lately/

There are also many suggestions about stutter in this thread on the Nvidia forums which may help: https://forums.geforce.com/default/topic/1004600/geforce-drivers/all-games-stuttering-with-fps-drops-since-windows-10-creators-update/238/

Wow, I think this is actually the first step I've taken in the right direction, most people don't understand the stutter. I'll keep watch on that Nvidia thread in case new developments happen and I've already installed the standby manager and set up a task for it, waiting to see if it works.Thank you very much for this

No problem :)

My guess is that there are so many different causes of stutter it is hard to pin down. Personally the only thing that helped me was clearing the standby after loading a game (I do it manually rather than a task since I don't play games too often). It seems the standby issue only effects a small amount of users, but fingers crossed it helps solve your stuttering!

This may help, micro stuttering can be caused by the system timing....

So i earlier disabled hpet in windows as it seemed to be on by default but there isnt an option in my bios to change it. i saw other people talking about turning it off in the same bios and they said that there wasnt an option to.

So im going to try something new this time. someone in the Nvidia forums said that they don't have any stutter in the 1607 build of Windows 10 so I'm going to try and revert back to that one to see if it makes any difference

How about dual boot?  Install Windows 7 64 bit for example and see if the problems still exist with your video card.
