Technically, anything with PCIe slots could run a 1080 ti, but I'd recommend at least an 8th generation core i5 or a Ryzen 5 (or Ryzen2 5)

I5-8400 would be a comfortable CPU in my opinion, nice middle tier with good gaming performance, also comes with a stock cooler.

I had a celeron laptop for gaming, Sandybridge, 1.4 GHZ, dual core, and the best part, the poor thing wasn't even able to be cooled properly.

but it would run it. what the use case is wasn't specified. for mining cryptocurrencies, you could use a Intel Atom.

you could use a Pentium 4 if you could find one with PCIe on it.

If he's gaming at 60hz grab an R3 2200G $99 + ASrock Pro4 at $75 + 8GBs of the cheapest/fastest memory at like $80

That way you have an upgrade path to an 8 core CPU

Or an R3 1200 if he price goes down after Ryzen 2 releases.

R3 2200G has more resale value and can be easily reused in another machine.

Haven't noticed any issues on my R7 1700 OC'd at 1.375V though I do have a fan over the VRM, it's pretty much the best board for the money IMO, $75 with 2 VRM almost heatsinks.

I think you could get lower voltage with better VRMs. My old X370 board (6 phase) managed lower voltage at the same oc as my MSI b350 shit (4 phase). What freq are you running at?

3800mhz 2933mhz on Ripjaws V 3200mhz haven't updated the BIOS in a while.

Don't know if it's the board or my 1700, could never get 4ghz stable even at 1.425V

I'm pretty sure it can be used with a Skylake Intel CPU, like the one I have, which is the Intel 7th generation i7 6700k, and it goes for around $350- $400 depending on k's. Btw, I wanna know who gave your friend that GPU no charge lol

Really anything in the past 3-4 years, on the otherhand, I would recommend like at least an 6600k, preferably an 8600k  or an 8700k.

If he wants to do streaming wait for the R7 2700/X

An 8100+H310 mobo would be better for what OP is doing since he doesn't need the iGPU

Buy whatever product is best for you, not what product is "best" for the market.

I seem to like any products who have the same software and hardware maker, as long as it's not Apple. Weird. I like the Surface Book and the Pixel phones, but most definitely don't want an iPhone (I'm not saying they're bad, though).

Interested in computer architecture? Still in middle or high school? P.M. me!

I love computer hardware and feel free to ask me anything about that (or phones). I especially like SSDs. But please do not ask me anything about Networking, programming, command line stuff, or any relatively hard software stuff. I know next to nothing about that.
