I'm sure it's some kind of marketing nonsense. Samsung said the S7 was 'liquid cooled' as well it was just a heatpipe running across the mainboard

I doubt there'll be a proper rad, the water will probably just cycle through some metallic tubing (maybe the border of the phone).

There's a number of phones that do that I think...tiny vapor chamber(s) type heat pipes.  If it has liquid anywhere in the system, they can call it liquid cooling.
