Hyper 212x Evo VS AIO Id cooling frostflow+ 280

I want to say obviously the AIO.

If you're loking for a budget cooler, don't get the 212. It was dethroned ages ago. Go for a CryOrig H7 and deal with it's shitty mounting hardware.

Usually AIOs perform better than air coolers, the 212x is low end but allows a tiny bit of overclock, watercooling would be better tho, but id-cooling? not sure if it's a good choice

ASUS X470-PRO • R7 1700 4GHz • Corsair H110i GT P/P • 2x MSI RX 480 8G • Corsair DP 2x8 @3466 • EVGA 750 G2 • Corsair 730T • Crucial MX500 250GB • WD 4TB

Thats average OC for the CPU. You can get that with 212. AIO is large and will perform better than most of air coolers. Question is more how reliable it is in longer terms. Corsair ones have some brand-add on price. What other AIOs it fights in price range? In air coolers ID-cooling is budget-ish. Along with Enermax and Deepcool (which are good basic brands).
