Look around in nVidea control panel and make sure that "performance mode" or whatever it's called is on instead of optimise performance. Then uncheck any fps or vsync options in there

Wait did you say at some point you get full utilization of hardware at a different resolution??

If a higher resolution makes your hardware get used more, then:

  • your CPU may be the bottleneck
  • your games may be hitting limits of what their engines can do
  • your settings in those games are wrong

If a lower resolution results in more utilisation:

  • you may have a memory/VRAM limit
  • you may have a memory/PCIe bandwidth limitation

Main Rig: R9 5950X @ PBO, RTX 3090, 64 GB DDR4 3666, InWin 101, Full Hardline Watercooling

Server: R7 1700X @ 4.0 GHz, GTX 1080 Ti, 32GB DDR4 3000, Cooler Master NR200P, Full Soft Watercooling

LAN Rig: R5 3600X @ PBO, RTX 2070, 32 GB DDR4 3200, Dan Case A4-SFV V4, 120mm AIO for the CPU

HTPC: i7-7700K @ 4.6 GHz, GTX 1050 Ti, 16 GB DDR4 3200, AliExpress K39, IS-47K Cooler

Router: R3 2200G @ stock, 4GB DDR4 2400, what are cases, stock cooler

I don't have a problem...

its in all game soo... my Intel Core i3 2100 @ 3.10GHz is old model so may it just be it? And my motherboars is Hewlett-Packard 1497

And this thing really pisses me out because i really need that extra fps in csgo

And heres some shitty gameplay (1280x960) All low As you can see the fps is BAD for gtx 750

And without recording the fps is about same..

Check VRAM usage. Is it maxed? Check CPU usage. Is it maxed?

What PSU do you have?

check your CPU usage BY CORE. Some games will only use a certain amount of cores. So even though your CPU has some left over (and therefore doesn't look maxed out), it may be going as hard as it can for those titles.

It should, actually. Even task manager can show you that when you look at the performance tab

Open console in csgo,

type fps_max 0. This will allow unlimited fps in the game.

Make sure you have updated drivers for chipset.

You mentioned that you upgraded from a gt 710 to a 750. Did you use ddu to get rid of the gt 710 drivers? I know they're both nvidia cards, BUT Ive seen this happen a couple times before.

Change MSI afterburner's theme by going through

Settings > User Interface > Default MSI Afterburner skin

You should be able to see more info to the right of main screen. It'll give you everything that we've been asking for.

AMD Ryzen 3950x under a Noctua D15S, 32 Gb G Skill FlareX 3200 DDR4 running at 3200 CL14, Gigabyte Aorus Pro 570 Wifi, Gigabyte 2070 Super hooked to a Dell U2718Q 4k HDR monitor & an Acer 1440p 144hz IPS panel of some kind, an Inland 1 TB M.2 PCIE 4 main drive, a Samsung NVME M.2 250Gb, WD Blue 500Gb  and 1 TB SSDs, Corsair RMX750, Rainbows and butterflies...

Hmmm. It seems to settle down on useage. So not really a problem there, I was worried a virus scanner was hogging the system.

Run a benchmark, post stats.

I assume your GPU is fine. Your bottle neck is CPU and GPU bound. You have hit max FPS for the system. My prognosis (diagnosis (opinion (observation (decision)))) is that your PC is absolutely fine.
