If you don't mind "IPS Glow", which I don't think is a real problem unless you like watching black images in dark rooms.

It depends on what you're looking for. Each panel technology has its pros and cons.

well my current pc/monitor IS wore then trash. lets just say that so [ANYTHING] is better  then my current stuff.

i guess 1080p for sure. refresh rate low latency not experienced enough about all of this but. i guess best? but not 2 overpriced like mid tier?

It's still ~$200 USD as far as I know. I can see it being $300 if it's CAD or AUD.
