Free program that updates my other installed programs

I'm not sure what you want, if you want drivers to be up to date just let Windows do it for you, if you want to update programs those should have their own updating tools.

 

Usually programs that promises to update all for you on a click like say IObit Driver Boost does more harm than good.

Action Center>Settings>Update & security>Windows Update

For Store apps: Start>Microsoft Store>"..." at the upper right>Downloads and updates>Get Updates

 

For third party programs, they usually display a pop up that says an update is available unless they implemented a discrete background update process like Adobe CC and Office 365. Most third party browsers update themselves automatically. I'm surprised this time you're not asking what anti-virus to use.

Most software offer new version downloads when there's something available. Most commonly you don't need those updates if software doesn't auto-update or recommend it.
