Do third-party RGB controllers work on RGB fans?

I'm curious if third party RGB controllers especially wifi ones such as this would work with RGB fans such as this or this other one from corsair and coolermaster.

Does anybody have experience with these?

Well that's not an rgb fan controller you listed, it's a rgb led strip controller. 

Try using the PSU Tier List!
