International notation is YY-MM-DD if you're using the Gregorian calendar (Kudos to anyone that acknowledges the Julian calendar). This is due to the fact that year and month are much broader than days. If a clerk has to find a file based on date: Year narrows down to twelve months, month narrows down to days, days narrows down to a few hours. Similar reason we don't use [minute]:[hour]:[second].
