Under 800 euros and fallout 4 and maybe other i dont have many games yet

The 13" requirement ruins your selection. The only player who has anything up to date is Alienware. Gigabyte and Auros may have something since they've made 13" gaming laptops in the past

 

If you want a recommendation for something though and you can move beyond the 13" requirement, Dell's Inspiron 15 7000 gaming series and one of HP Envy's models can be found for under $1000 USD with good specs.

I highly recommend moving up to 15.6" if at all possible for a Dell Inspiron 7567 laptop. Cheap, relatively speaking, good cooling, good components, good build quality. 13" "gaming" laptops don't typically show up at your price point.

Aerocool DS are the best fans you've never tried.

The laptop I mentioned is about 6 pounds or 2.7kg. Even the Alienware 13 is about the same weight. You're really not going to find a gaming laptop that's actually worth using for less weight.

 

If that weight is still a concern, then trim what you're packing or get a better backpack and properly adjust the straps so it hugs your body, not hang from your shoulders.

Yeah I should probably adjust my backback also i always carry the minimum to school

That seems impossible unless you go for MX150 GPU
