So I'm parting together a build for a friend and he need a gpu in it, but prices are crazy, so do I buy a ryzen apu now and have him get a gpu later, or do I max his budget on a ryzen 5 and 1050ti now or not?

Depends on use case, does he need all the power of a 1050Ti or will he be fine on integrated Vega?

Really depends on the budget.  Unfortunately the 1050ti prices have also gone up, at least they have in my country.  Since the build is for a friend I'd suggest you show him some videos of what the ryzen APU is capable of to set his expectations.  Then price out two builds and let him decide.

Definitely needs a 1050 ti. EDIT: but he needs something to go off of for now, so I thought it would be better than a mobile 970 2gb from his other system.

This ^^^ And from what I've seen, the APUs should be fine for 1080p low in AAA games (at least), and do fine in lighter games like Overwatch and such.
