Best thermal cpu cooler

I am looking to build a computer and it is a almost razer inspired build. What I am looking for in the best thermal temperature cpu cooler. Whether it is a water or air cooling. Size and noise not a big deal.

My favorite is the Cryorig H7. It's completely silent, keeps my CPU nice and cool even at minimum fan speed (300rpm), and doesn't interfere with the RAM at all.
