For the sake of future upgrades, I would get the Pure Rock.

Which one of those would you pick? It’s going to be used to cool a locked i5 8400!

Pure Rock also. 212 Evo is not a value cooler

Yeah, plus it's a better cooler overall than the 212 Evo.

I've used the Pure Rock several times now, in server builds for work, workstations and personal builds, can't recommend it enough, I'd definitely go for it over the Hyper 212 :)

The 212 Evo is great for budget builds. But if you have the cash, might as well go for the Pure Rock.
