Gtx 1080ti >50 fps GtaV 1080p Monior

I've been getting REALLY REALLY low fps on gtav for some reason. Im using a 1080ti which should run at 4k on max settings at 60 fps but im getting that with 1080p. I have vsync turned off and ive already reinstalled windows fully. I just want to know why this is happening and how to fix it. All my setting are maxed and i has msaa turned off. Im using a msi lightning x 1080ti and my other system specs are in my profile

uninstall your drivers with ddu (display driver uninstaller) restartand then reinstall drivers again
