It's a 1U server cooler, so it will be very loud and if the 95W rating is accurate, it'll perform on the level of the AMD Wraith Spire stock cooler included with the R7 1700.

Have a unusual question .... if it used on 65 watt cpu like ryzen 7 , 5 ... will it be on 100% load or 50-60 % load ? I don't understand how TDP rating works ...

A 95w tdp cooler will be able to dissipate 95 watts of heat. A 65w tdp cpu will output 65 watts of heat at factory clock speeds and voltages. I'd recommend just getting a Cryorig H7, it's quiet and is really good at cooling. My Ryzen 5 1600 (65w) never goes over 55C at minimum fan speed as well.

Dynatrons aren't really a solution, best you can do is use this Noctua low profile without the fan as it won't fit in the case, and add these noctua 40mm fans along the chassis, connected to a hub and to the CPU fan header. I have 3x 1U servers with this setup, all 65W and this works great, but I use 10x 40mm fans. They are silent and the CPU does not go above 70ºC even at 100% usage for days.

Where? I don't see where it's mentioned. 

 

@Jahid Hasan It's probably not going to be suitable for oc'ing. Why are you looking at this cooler in particular?
