Try switching the slots that your memory is in, making sure that they are placed in matching colored slots. If the hardware reserve amount remains at 4.1GB after making this change, grab MemTest64 and screenshot the results once the application has completed.

Hello so I recently upgrade to a ryzen 1600x and an asus x370 pro prime motherboard alongside 8gb 2x4 3000mhz Corsair dominator platinum ram which are in slots 2&4 and for some reason I am only able to use under half

Could you go to task manager and screenshot the memory page?

Had this happen with my Work machine where out of 24GB, 20GB of it was hardware reserved and the only remedy was to switch to a different kit. Try checking each module individually. A stick might be bad.

Edit: Also, make sure you aren't using a 32-Bit windows.

It's happened to me before. It was a ryzen thing, when I installed a graphics card, it fixed it. I was accessing the pc remotely beforehand since I do all my windows installs network only.

It could be an unsupported memory configuration. Maybe check the motherboards QVL (available on manufacturers support page)

You could try changing the slots around, I'd start by making sure both sticks are in the same color slot. If that doesn't work, put one in each different color slot and see if all 8 GB is usable, if this works the RAM will be in single channel mode only, but at least you will be able to use all 8 GB.

It will in some games. PUBG is pretty notorious for being a little heavy handed with ram bandwidth.
