Well since the fans are powering up, that does mean the CPU most likely works, what board did you install that CPU to?

2 things to try.

1: reset the cmos. Sometimes it continues to try and boot with the parameters of the old cpu.

2: put your old cpu back in and check for a bios update.

Current Build

I5 4460

Hyper Evo 212

Gigabyte Z87X-D3H

WD 1TB HDD

XFX RX 480 RS 4GB

Thermaltake Toughpower 650w DPS RGB 80+Gold

16 Gigs ddr3 1600 Patriot Ram

Mixture of Phanteks and Thermaltake Fans

Phanteks P400S

Yea, I second trying to clear the cmos. Some bios settings from your old chip could be causing an issue.

if you follow 2. though... testing your old CPU again... check the pins while you're at it. Maybe you accidentally bent one over in which case you can fix it by following a guide on straitening out CPU socket pins with a razor blade. Linus did one and so did jayztwocents.

Checked the board model, it supports the problem cpu on factory BIOS so a BIOS update is not needed to run said CPU. Resetting CMOS could work. On this board clearing the CMOS is done by shorting two pins near the bottom of the board for a few seconds.

You want to short those pins circled for just a few seconds with a screwdriver WHILE THE POWER SUPPLY IS POWERED OFF!!! Then after those few seconds, power on the power supply, power on the board and see if it boots.
