24 inches or above

 

200-250 price range.

I have a Dell SE2717HR, FHD IPS panel, but not 144Hz. Goes for about 160-170 USD.

 

EDIT: no frame sync either, so obviously not the best for gaming, but I really love it

The MSI Optix G24C is a good one (VA, though colors and viewing angles are at least as good as my Dell S2715H). Only downside is that it lacks VESA. I got it on sale for $210, however they cost $250 right now. FreeSync is supported.

If your budget isn't set in stone, for another $50 you can get a 27" 1440p 144 Hz  IPS/VA panel with Freesync.

1080p + IPS + 144 Hz does not exist.

 

They are either TN (a bunch of them, most cheaper ones even with Freesync. Don't buy 144 Hz monitors without at least Freesync), or they have 1440p (and cost 500+)
