Low fps In diablo 3 compared to others

Hey, I have a 1700x at 4ghz 3200 ram and a 1080ti

im getting round 120 fps which is fine but there are a lot of people on YouTube getting around 250 fps land I don't no why I am not

 

iv tried running the game in the lowest settings too and it has no impact

 

gpu Usage is 30 percent 

and highest thread usage is 78 percent

Check your frame limiter in game

If it's limited to 120 fps then you will never get higher fps. What monitor and resolution/refresh rate are you using?

It's not limited to 120 it jumps all over the place but usually around 120

It's possible that the youtube videos you saw people with 200+ fps are playing 1920x1080p? But did you check the frame limiter?

But a 1080ti wouldn't hold that back at 1440p tho people are running it better than me with weaker cards

Since there's a lot of physics and effects in d3, it's possible it's your processor that can't handle all of the spells and blood flying around. Have you set the frame limiter to unlimited?

Under video or graphic settings, I forget the exact name. Otherwise can you either post a screenshot of what you see or write a list?

It's not limited 

I set it to run on only cores not threads and get 180 now in rifts and 120 in town
