The only hope we have left is SCOTUS will step in and tell Pai his decision is dumb and will revoke it. Pai, at least according to the armchair lawyers I'm reading on the internet, is legally not allowed to make a decision like this based on what he's presented.

 

The only problem is that this'll take forever until a decision is made. That probably means that NN will be repealed per se until then.
