PALIT GTX 1060 3GB Really Loud Whine?

So i have a PALIT GTX 1060 3GB and it has a Really Loud Whine as shown in this video i uploaded, the noise starts when a game starts playing and when you hear me click the mouse, i exit the game and the whine stops: 

 

Any reason as to why this is so?

It is almost a month old.

Here is a new video this time it is intermittent and much slower. This time it seems like a whine
