Can I get a recommendation?

I am wanting to get an Air Cooler for my CPU and I need it to have: RAM Clearance, Under 161mm, Has a heatsink cover, has the ability to have fans on either side of the heatsink and the ability for me to be able to replace the fans with Corsair ML120 LED Blue's on either side (if this is possible)

If you can recommend anything I will be very grateful, I have been looking for a while now.

You described the Cryorig H7.

 

Wouldn't recommend Corsair fans, though. Used to run an H7 (one is still cooling the 6700k rig) and as a test, I replaced the single stock Cryorig fan with 2 Corsair SP fans I had laying around. Not only was the dual Corsair fan set-up louder, it cooled worst..and these were their static pressure fans, not blingy LED ones.

My original plan was to buy the Noctua NH U12S and buy the chromax fans and the chromax heatsink cover but it is 3mm over my cases CPU clearance FeelsBadMan

Personally, I wouldn't bother with aftermarket fan upgrades on a budget air cooler. The overall cost when done could have gotten you a beefier cooling solution.

 

If you want the clearance and some lightning, go for the Quad Lumi version of the H7.

As the name states, no I do not. The second fan is more for aesthetic tbh, although I'm not exactly set on it.

Know of any way to control the Quad Lumi without having to use NZXT's CAM software? or is that a compromise I have to make?

I know it is a great cooler, but I just find the exposed heat sink so ugly, you've brought me back to the question of do I try and fit the NH U12S with the heatsink cover on into my case, even though it would be 3mm over the clearance height of the S340 Elite or do I try it with this cooler?

Cooling the i7-8700k

Located in UK and budget for the CPU Cooler can go up to £100 or more if need be, but I'm really sceptical of water cooling.

The stock fan on most good coolers are good already and there's no need to replace them unless you dislike the look. If you're aiming for black, just stick with the original heatsink fan.
