If the description of a monitor states that it has a VGA input connector foes that mean it comes with a VGA cable or does it mean that it only supports a VGA cable

It depends but most moniters I have bought came with the cables that they were compatabile with. If it is used then it likely not come with it

CPU: Ryzen 1700@3.9ghz; GPU: EVGA 560 Ti 1gb; RAM: 16gb 2x8 Corsair Vengeance LPX DDR4-3000; PCPP: https://pcpartpicker.com/list/b3xzzM

it also means you are most likely buying old stuff since VGA ports tend to be not a thing on newer (gamery) hardware including monitors.

i always look at vga ports as a last resort when all else failed.

or in meetings from crap notebooks and 1995 projectors...

It just means there is a VGA input port on the monitor. It may or may not come with a cable.
