Not so much lying, a lot of people mistake an IPC increase in a new CPU generation for increased clocks or improved turbo tables etc. Simply looking at single thread performance in Cinebench for example won't actually show you if there is an IPC increase, you have to use fixed clocks that are the same and then that only shows you the IPC for that use case.

 

Newer CPUs often support newer instruction sets that are much faster, applications need to actually support using them to see that performance increase. IPC isn't a fixed static value.

Thank you, so many people forget that IPC stands for "instructions per clock" and if you change the instructions, performance can vary quite wildly.
