Can you give us your full system specs, as annoying as it sounds it's gonna help us all out to know your whole system.

Do you have any spare GPU's ?

Nope, the best thing you can do is get a cheap CH341 Programmer and hard flash your BIOS back. No stupid DOS bootable things, nothing. You just select a ROM file and flash the BIOS back. They're like $3 on ebay. onBoard graphics might work but they're a hassle to get working.

Soooo how exactly your integrated GPU works? Integrated GPU is embedded into a CPU. Xeon's don't have it as far as I know?

Intel® HD Graphics P3000

My bad. It has a GPU.

Anyways, connect your screen to your integrated GPU. with your RX 460 plugged into a mobo and flash it again. Lot's of guides in google "flashing bricked GPU".

Cheers.

Of course, it's the card that has to be flashed. It doesn't have to be plugged into a screen but like it should be in your system, of course.

Okay your MOBO has a basic iGPU perfect. Run the system with that and keep the AMD Card connected. Go onto device manager can you see the device ?
