So I lived in the Philippines. And here is what Im going to build. I want to play at 1440p with decent frame rates like battlefield 1, PUBG other ps4 games and I play competitive e-sports games such as dota2 and csgo thats why i want a 144hz monitor. Is the RX 580 8gb with a freesync monitor is good enough or I need a GTX 1070? And is the RX 580 will help me in the long run or not?

Well seeing as how the 580 is still overpriced, its not a good price even paired with a freesync monitor.  It should be 60+ fps in 1440p but a v56 or 1070 would be better, v56 (if you can find it) however is still expensive.

Try using the PSU Tier List!

Vega are so expensive here. But the GTX 1070 cost $487. In CS:GO i lower the resolution and use blackbars and that will give me 60+ fps and take advantage of 144hz. In other games does 144hz help? If im going to play like GTA V or other PS4 games?

I played at 1440p 165Hz with GTX 1060 6GB which is similar to RX 580 in power. As long as you stick to e-sports games you are fine with pushing 144FPS but if you want to play more demanding games you will have to step down from Ultra to High to get about 80-100FPS or in some cases even use some Medium settings to get above 100FPS.

If you can get your hands on Free-Sync 1440p + RX580 I would very much recommend it rather than GTX 1070 + no Adaptive-Sync 1440p.

Either go 1080P 144hz or 1440P 60hz and upgrade the GPU.

With the 580 you will have to lower the settings of games like GTA significantly to achieve good framerates, which will look worse than 1080P with higher settings. Or you go down with your fps to play at higher settings, in which case a 60hz display would do...

You get where I'm going with that: With this GPU, you can't use the features of your monitor. The overall experience will only be better in games with low demands, like Overwatch...

Consoles (ps4 included) won't run 144FPS so 144hz is worthless on consoles.
As for what it helps with, that's subjective. You might notice a difference in gtaV, you might not. We don't know, we aren't looking through your eyes.

I just want to play @1440p with a decent settings with other 3a games. But my target is that why i get a 144hz is because im playing CS:GO which will benefit me. And im okay with medium to high preset in other 3a games

AM4 MSI mobos aren't great, look at a b350 pro4, prime plus, or b350f gaming instead. Your psu also isn't great, look here for something tier 3 and above

and it looks like you're paying an awful lot for ram; I'm not sure if it's because it's trident z or because of your location but see if you can get 8gb for cheaper.

If you're playing with black bars anyways, why not just go for a 1080p 144 hz freesync monitor? It should be much cheaper.
