Pioneer Receiver @ 4k 60hz ycbr444 or RGB?

I have a pioneer LX301 and I'm having trouble getting the full throughput on my devices. My Nvidia shield and HTPC with a GTX 1050ti should theoretically be able to output full RGB 4k at 60hz and my Sony 940d should be able to play it. I'm not sure what I need to change. Currently everything is running at 30hz. The option is available to select 60hz but when I do the screen goes blank. I've tried different (high speed w/Ethernet from monoprice) HDMI cable. I'm stumped please help!

Check the av reciever settings or try a different hdmi port

Did you try to use 4k60 without the receiver?

HDMI 1, 2 or 3 on the receiver. Try updating firmwares too.
