why are you cheaping out on the SSD? 

Ryzen 5 3600 stock | 2x16GB C13 3200MHz (AFR) | GTX 760 (Sold the VII)| ASUS Prime X570-P | 6TB WD Gold (128MB Cache, 2017)

Samsung 850 EVO 240 GB 

138 is a good number.

cause i only need it for the os and cad, 128 is the size of my current computer btw its also hdd, and my current computer boots plenty fast, tbh don't see the need to get a huge ssd.

And the HDD is 5400 rpm. I'd suggest a 7200 rpm one.

Is CAD multi threaded? Or would an 8700k suit you better?

240gb because sweet spot between price/gb and applications take up too much space, you want the SSD to last you a long time while providing good speed during it's lifetime

While that motherboard is pretty, it's also kinda garbage.cant even run my memory at speeds over 2933mhz and even at that it sometimes boot loops before starting up.

For a similar price I would get an Asus X370 Prime or maybe even the Crosshair VI.

What will you do with the PC? For gaming, an 8400 or 8600K would be better, and a 1440p 165Hz G-sync monitor would be better. For Adobe CC, the 8700K would be better

Depending on what you will use it for, the G600 can be a terrible mouse.

Some components in AutoCAD since release 14 do handle multithreading (for example, the AutoLISP interpreter is a thread). AutoCAD Release 14 itself is not a thread-safe application and not really a multithreaded application. For AutoCAD 2000 and later, releases do have some support for dual processors and hyperthreading, but no more than two cores will be utilized. On dual-core processor systems, you will see significant increases in AutoCAD application performance, particularly for graphics and file I/O operations (see the WHIPTHREAD in the AutoCAD Help). 

If you are using AutoCAD on a multi-processor system (i.e., more than two cores), you may see a slight performance improvement, but only as much as the operating system is taking advantage of the multiple processors. 

An ARX application can make full use of multithreading as long as it is the only thread that communicates with AutoCAD . Again, this is because AutoCAD is not thread safe. Falling to do so will cause synchronization problems.

Strictly gaming go with the intel build, if you want to stream and game at the same time, the extra cores from the 1700x will help.

Intel unless you stream. Even for content creation the 8700K matches or beats the 1700X in a lot of applications.

uhhh you should be ok for 4k seeing it couldnt be much of a bottleneck seeing on 4k

if the budget allows get a i7-8700k or a i5-8600k but if not the i3-8350k should be ok but in the future u will need to upgrade that and it could COULD be a 4k bottleneck
