Not getting internet speeds advertised.

EDIT: Had 16 downstream channels now I have 24... same amount of upstream channels.

Thats fine. You can see 3 of the 4 values. The only one you cant see is the upstream SNR levels as that is reported at the CMTS, and not directly at the modem. The more downstream channels the better as it gives you more room to wiggle so the speak as each channel if setup at proper config of 256qam 6mhz wide would give about 37.5 mbps per channel of sustained throughput.

is there a way to see your plan via Charters website or do I have to call them?

If you login to your billing account, you should be able to see what you pay for.
