Touched the top of my GPU with metal while it was running

It should be fine. If there is a short, it usually happens immediately, and the computer will shutdown itself. But do be careful next time, and practice the right precautions. We all don't want to see hardware go KABOOM, that's a sad thing to see.

If it didnt fry you or the GPU, you should be fine.

 

Don't buy Apple M1 computers with 8GB of RAM

It should be fine. Like people mentioned above, if something got shorted, your GPU/PC would have shut off. I was once stupid enough to get my finger into a cpu fan before it stopped completely and ended up with a deep cut to my nail :|
