The best on the price range is nochtua nh-d15 but thats an air cooler. H100i  for AIO

I'd like it but not really matter. 

I'm building black and white theme with some blue, so blue LED can be nice.

I don't really know of any with just blue LEDs, besides maybe the Deepcool Captain. The Celsius S24 is a really nice and quiet AIO though.
