A12-9800 Stock Cooler

GamerMaker

It might run a little hotter, but even in that case it would be fine. Also I don't think it comes with a wraith cooler...

The cpu is fairly trash. Ud be better off spending and extra $50 or so and going with an r3 1200 and any cheap used gpu you can source

It's not horrible. If it's just for HTPC uses, it's a good budget chip.

It's a low TDP processor. but if you want a cheap processor for basic uses like you said, consider the Celeron 3930. It has faster single core performance and its's around 30-40$.

Can it be passively cooled?

Not in a small PC. Passively cooling 65W takes a lot of aluminum.

Aerocool DS are the best fans you've never tried.

I'm thinking of using this case with that apu to create a nice and small pc is the bundled heatsink for the a12 enough to keep it cool in that case? https://www.newegg.com/global/mx/Product/Product.aspx?Item=N82E16811352059&ignorebbr=1 (the case) Does the A12 include a Wraith Cooler?
