But in a stream, in the heat of the moment, he's not directing it at any person in particular, just venting his frustration. Basically, words have different meanings based on the scenario. If you're a massive Star Wars geek, di'kut is an insult in the Mando language. It's also used as a goofy word for a silly rascal. THere's lots of word like that IRL. I can call someone an idiot in an insulting way, or in a loving way, basically meaning "what were you thinking you goofball". In this case, he wasn't directing it towards one of the people who belong to the "race" traditionally offended by that word, so it doesn't count as a racial slur.

i lived in Africa for 10 years, enough time to know that there is a lot of racists that are black, its completely normal as racism isn't just white to black, its any color to any other color/ethenic group,

shit they even treat their own kind differently if they are from another tribe,

Oh, I know, and I hope he formally apologizes.  My beef isn't necessarily with him, provided he's truly sorry, but rather the obviously white people insisting that what he said wasn't racist, or that black people shouldn't be offended.

Yes, of course racism isn't exclusively a white thing.  I didn't say it was.  But PewDiePie was clearly using the n-word in a derogatory way... and just because it's relatively 'normal' across cultures doesn't make it okay.

as someone who was the only white guy in a class of 60 people in africa i can say that they say it a lot, the same way we say fuck, gay, stupid, etc, 

why insist that black people were offended with little to no prove

The other guy is a pretty bad example considering his response consisted of him being racist on his own behalf, but I do agree that anyone is entitled to be offended by this. We can't decide what someone else is offended by.
