A PSU can have an effect on OC, but that is not relevant for us 'air cooling' guys, only relevant for LN2 and max/suicide overclocking.

 

For air cooling it doesn't matter as long as you have a decent PSU.

I assume the same can be said for Custom loops? This is what I use

Custom loops are basically the same as air cooling/AIO in regards to the kind of overclocking. Yes, with custom loops you can overclock a lot more, but it's still standard overclock and not the extreme overclocking you do on LN2/phase change.
