Right-click the speaker/volume icon in Windows and select Volume Mixer. Check if your browser hasn't been lowered.

YouTube volume has been super low for me. I can't turn the volume up because other applications then became unbearable. This wasn't the case just a few months ago.

Is the volume low on other websites too?
If so, check the Windows audio mixer.
