GPU Usage higher on second GPU than first GPU

Originally, my two 1080s were quite normal in terms of performance and usage. After maybe a few driver updates, something changed and now my usages have switched. I tried disabling SLI, running with one card in at a time, and going into power options and disabling the PCIE power setting, so it gets as much power as it can. No difference. CPU usage is averaging around 20-40% in games and cooling is as much as I can give it: http://prntscr.com/gbcp5h

Monitor: LG 27 inch 4K display connected via HDMI

System Specs:

CPU: Intel core i7 4790K

Motherboard: MSI Z97 Gaming 5

GPU: MSI Gaming X 1080 x2

RAM: DDR3 32GB

Well that's gonna happen between the million variables with sli gaming. That temp of the card is the biggest issue. How about a pic with the fan speed much higher and more power to make up for the draw and lets see the usage difference.
