Log in on windows broken

My computer won't let me log on unless i restart the computer then it lets me log on is there something wrong this video will show you what im talking about

Is this after Windows installed some updates? Have you tried safe mode? Have you tried to repair login? Have you tried to repair installation?

 

If yes, you might need to recovery.
