Black is more black on one moniter?

Intel HD Graphics

I have 2 monitors, Both FLATERON E2341 and i have set settings the same but the black on one is more black. i do have one of them plugged into a ups, would that be the cause?

Try plugging them both into the UPS to find out. (Or unplug the one from the UPS and plug it in directly to the wall)

Have you tried swapping the ups on to the other to see?

One is probably getting limited range color (16-235) over HDMI and expecting full range (0-255). That's a problem with some graphics cards/drivers, assuming anything over HDMI is a TV that is expecting limited range. Check GPU drivers / control panel settings; I think there should be a setting but it's been a while since I actually used HDMI on a computer.

Are only black levels different or do you see differences in other colors too? If you do, then one of the monitors might be running different color profile. 

 

Also it might be down to just minor differences in production. If you take for instance 100 monitors, that are the same model, and look them at once you will see minor differences. It's the same like Silicon Lottery with CPUs and GPUs, sometimes you get a slightly better item, sometimes you won't.
