ive heard it has brightness issues are they apparent?

what brightness issue? laptops with 4k screen aren't the brightest due to power constraints.

ive just been looking at reviews and they say its dim with some meh color contrast

you should be fine, if you need better color rent a calibration tool such as a spyder.

Like most people said, the Dell Inspiron 7567 with the IPS screen would fit your bill. The battery (at 74Wh) is one of the main advantage here. You can stretch out 6-7hrs on light usage no problem
