Can a micro pc display 1080p video on a 4k tv?

If it cant then what do you suggest that is cheap and effective for this purpose?

It will be able to it just have a tiny bit of stuttering and what are the specs of it?

output at 4k? 750ti should be able to do it, my 760 does that no problem with minimal lag on desktop / youtube

 

1080p output that is upscaled to 4k? anything.

It shouldn't be able to according to the specs of the integrated graphics. "The user can connect up to two displays via HDMI 1.4 (max. 1920 x 1080) or DisplayPort 1.2 (max. 2560 x 1600)."

As the video is only 1080p, just output at 1080p and let the display upscale.
