Can't play 4k movies on my computer

Hello everyone :) 

I recently got a new GPU and new monitor and i can't seem to play 4k movies without lag or
interruptions.. tried playing 4k in both the SSD and HDD.
My CPU usage is at 80-90% while running a movie and my GPU at 10%~
Tried using VLC with the youtube "fix", bsplayer, classic media player and windows media player
but none worked.
The only player that could run the same movies flawlessly is the 'Movies & TV' App for Windows 10
but in some movies the colors was way off and it wasn't watchable.
Also the app's settings are almost none existence so that's annoying.

What am i doing wrong? Hope there is a fix for that..

Ram - GB Patriot DDR3 1600Mhz
GPU - ROG STRIX-GTX1080-O8G-GAMING
Monitor - LG 27UD68-P 27-Inch 4K UHD IPS with display port connected to pc.
Storage - Samsung evo 850 250GB SSD and Seagate Desktop HDD ST1000DM003 1TB.

4590 possible bottleneck

I know that I have bottleneck in my setup but is the cpu the only problem?

Is there no way to play movies at 4k using mostly the gpu the same way I can game at 4k with no problem?

i can watch 4K youtube / torrents no problem on a I5 4460

4k downloaded from youtube play just fine with no lag. it's the torrent movies that I have problem with.

which player are you using? did you change any settings?

what is the usage of the rest of your system when doing this? like SSD/HDD, RAM etc

Cyberlink PowerDVD 2017 working perfectly!

movies plays smooth and in the right colors and cpu is at 15% usage max!
