One of my case fans sounds like it's got some bad bearings, should I disable it and forget about getting a new one?

you should be fine

just remove the bad fan

 

one fan as exhaust on the back of your case will be fine

I know the answer should be obvious, but I'm pretty tight on cash. My computer components aren't exactly top of the line (a i3 7100 and a 1050 Ti) so I'm sure I don't need an insane amount of cooling, right?

well check the temps and you'll have your answer... you can also go to some electronics recycling place and get super cheap fans.
