PC Start up

Sometimes when I start up my computer, the red LED numbers on my motherboard just start blinking 00 and my screen just blackscreens. (After just restarting my PC it turns on normally) This happens rarely but I want to know what causes this issue. 

 

Also everytime I start up my PC, it goes through this cycle of weird letters and numbers for a few seconds before turning on. Is this normal or is there something wrong?
