LOL, no. A 7700k isn't coming anywhere near 5Ghz on a cheap cooler thanks to Intel's mayonnaise beneath the IHS. Unless you're willing to go big water or even beefy AIO and possible delid, you're going to have to settle on a lower frequency.

I'd say at this budget, go Noctua D15 and 4.6Ghz-4.8Ghz

can you put a figure to "at a low price" please? My version of low prices is probably not the same as yours, because i'd think nothing of dropping 150$ on a cooler if it performed well.

[FS][US] Corsair H115i 280mm AIO-AMD $60+shipping

hard to say. depends on how much voltage that CPU of yours needs to get to a frequency. it's a monster cooler with insane TDP so it should handle a lot of heat if it comes down to it.

again, hard to say, but many are getting 4.8+ on air. those that get 5.0 are either liquid cooled or delidding on air.

...or very comfortable with high temps...

Hold up, the Arctic freezer aio 240 is about 70 bucks, comes in push pull with a thick AF radiator and can probably push your cpu to its absolute max.

Want to custom loop?  Ask me more if you are curious

Nice, next step is to delid + liquid metal so you can actually use the thermal dissipation of the aio xD
