So I found an open box Ryzen 7 1700 for $216. Worth it? or buy new because its "open box"

I buy open box all the time with no issues. CPU's and GPU's are usually just fine.

used CPUs are not an issue so long as it works as intended. Could have been one that didn't OC as high as the original buyer wanted. I'd still say go for it.
