Doubt it, epyc has 4 dies powered at once, albeit at lower clocks but AMD isn't new to the "stick on more phases and pray" game.

Guess that makes sense, saves on a complete redesign of the chip thus saving money in the process. Doesn't effect AMD or the consumer in the process and improves compatibility for CPU coolers in the process.
