Hackers Crack Voting Machines Within Minutes At DEF CON In Vegas

I think the forum mods should be ready as I think the succeeding comments will get nasty and deplorable. Just lock it down if it needs locking.

Sources: Huffington Post & The Register

Within about 90 minutes, they’d exploited weak and outdated security measures to gain full access, The Register first reported. Some physically broke down the machines to reveal their vulnerabilities, while others gained remote access or showed that external ports found on some could be used to upload malicious software.

Just like the automated car wash hacking, this exploit relies on old operating systems namely Windows XP. This begs the question, why Windows XP though? I'm pretty sure America is not a third world country so why are they sticking with old voting machines running on a 16 year-old OS? I think America is having an oversight when it comes to security.

Quote

“Without question, our voting systems are weak and susceptible. Thanks to the contributions of the hacker community today, we've uncovered even more about exactly how,” said Jake Braun, who sold DEF CON founder Jeff Moss on the idea earlier this year.

“The scary thing is we also know that our foreign adversaries – including Russia, North Korea, Iran – possess the capabilities to hack them too, in the process undermining principles of democracy and threatening our national security.”

The machines – from Diebolds to Sequoia and Winvote equipment – were bought on eBay or from government auctions, and an analysis of them at the DEF CON Voting Village revealed a sorry state of affairs. Some were running very outdated and exploitable software – such as unpatched versions of OpenSSL and Windows XP and CE. Some had physical ports open that could be used to install malicious software to tamper with votes. It's one thing to physically nobble a box in front of you, which isn't hard for election officials to spot and stop. It's another to do it over the air from a distance. Apparently, some of the boxes included poorly secured Wi-Fi connectivity. A WinVote system used in previous county elections was, it appears, hacked via Wi-Fi and the MS03-026 vulnerability in WinXP, allowing infosec academic Carsten Schurmann to access the machine from his laptop using RDP. Another system could be potentially cracked remotely via OpenSSL bug CVE-2011-4109, it is claimed.

“Elections have always been the concern and constitutional responsibility of state and local officials. But when Russia decided to interlope in 2016, it upped the ante,” said Douglas Lute, former US Ambassador to NATO and now principal at Cambridge Global Advisors.

“This is now a grave national security concern that isn't going away. In the words of former FBI Director James Comey, ‘They're coming after America. They will be back.’”

Now, I think whether there was a security breach that happened during the 2016 Presidential Elections deserves another discussion but not in this forum. It just shows that using an outdated software for public affairs is quite an irresponsibility. I mean, a G7 country using Windows XP for voting machines? I'm pretty sure they can do better. Is America prepared if an attacking country launched a cyberwar (ex: advanced persistent threat)? I guess only time will tell.

@TheRandomness @Ryan_Vickers @wkdpaul et.al, please keep an eye on this thread and protect it from nasty and trashy comments that are in violation of the CS.

I'm pretty sure voting via pen and paper is easier to forge and counting can take days and can be error-ridden.

With pen and paper it's easy to forge one vote, but doing it on the scale to actually influence an election requires a large amount of people and for you to trust everyone in the group. Changing votes online requires one person with an internet connection. Overall, neither are perfect, but the traditional one is better.

Also fun fact: Britain uses pencil and paper because we are worried about people changing the ink in pens to invisible ink and votes after it not being counted. There is no invisible pencil.

I know for a fact that no security can prevent an attack if it's well planned but from my experience growing up, manual counting of votes from paper ballots is more problematic than counting those ballots using an optical scanner like this. http://www.smartmatic.com/voting/hardware/detail/saes-1800plus/

In our elections, we're still using pen and paper but we are using scantron paper filled with the names of candidates. The counting machine will automatically void a ballot if it's shaded incorrectly like when a person shaded more than one name for a single position like a president position. Prior to voting, the voter is asked by an election supervisor to inspect the ballot if there are alterations or marks in the paper so that he/she will receive a new one. After voting, the ballot is fed to the optical scanner and it will automatically count the votes and it will print out a receipt to show the voter if the names that appeared are the ones he/she voted. The vote is then transmitted online to a central database and it's transmitted with a VPN to prevent man-in-the-middle attacks and these counting machines have their own UPS so that counting will continue even during power interruption. Furthermore, votes aren't transmitted using WiFi but cellular data using 3G or 4G LTE which is much harder to tamper. Afterwards, the voter's finger is stained with an ink containing silver nitrate to show that the person is done voting and can never vote again. With automated online counting, we have results in one day. Is it 100% secure? Definitely not because someone can tamper the results in the central database but during the counting of votes, it is available for public viewing so anyone trying to increase votes for someone can be easily spotted.

Manual counting of paper ballots is much worse. Someone can mess with the power line and cause a black out and people are the ones manually counting the ballots and it can take days to finish and the five senses has their limitations.

Members of every Political party are usually involved in counting the votes, and it's in every party's best interest that the other doesn't cheat. In every small village, town or city the votes are counted and every party is very observant and has an eye on the other.

Pen and paper is waaaaay better than shitty voting machines. It's all about transparency and trust.

With machines you introduce a factor (software) that's very hard to tell if it's trustworthy, because it appears so but something sneaky could be going on in the background.

We've known this for years but what difference does it make when our governmental representatives post the votes on the internet which acts as a receipt for special interests to ensure their money / influence had the desired result.

If the votes of those we elect aren't secret, what's the point of having secret ballots for the electorate?

To better understand WTF I'm talking about and why such transparancy in government has been instrumental in the downfall of "western" democracy:

i have seen security footage videos of Ballot box stuffing doe just dumping a whole lots of forged entries, doesn't matter what you use , corrupt system with corrupt people will always find a way to mush things up in their favor from every angle possible.

It's pencil (not pen) and paper, as we use in Nebraska, which are then run through a scanning system.  Much better than the electronic machines from the OP.

We use scantron paper which is later fed to an optical scanner

I don't want to backside moderating but please keep this on topic or else forum mods will nuke this thread sooner than later. Just discuss why is it of all the countries in the industrialized world, US is still using outdated voting machines running Windows XP or CE.

Why not do away with the idea of the secret ballot all together. That way a person can check if their ballot AND THEIRS ALONE was recorded correctly?

Record who voted and how, and have that person be able to check the record for their own vote. Not other peoples votes, just their own. Intimidation based on political beliefs is already rampant across the US

The biggest issue I have with e-voting machines is they are easily hackable and the companies that make them won't:

1) Let people test them for flaws

2) Be open source about the code

This is why e-voting is a terrible thing. Just stick with scantrons and have several different companies involved in this so compromising one doesn't do a whole lot of damage.

I guess that one at Def Con is the first penetration testing of voting machines.

While I have no issues with letting people know how I voted, I think this is a really bad idea.  The intimidation you're referring to would only get worse in an open system like that.  There's a reason the founders made it a secret ballot.

Pretty much one of the first ones I've seen.

I'm used to seeing articles about people telling companies about security issues and either being arrested or sued into oblivion :(

I guess no need for a massive APT if the voting machines are running Windows XP. I'm pretty sure Uncle Sam can afford one of these and reams of scantron paper.

Nah, Uncle Sam needs to buy government approved scantron paper which needs 5 levels of approval process and costs at least 10x regular scantron paper.

Well, according to this news , purely electronic form of voting can be manipulated there needs to be a harder security measures and  or also physically written form of ballot that can be cross checked later in an open form under a very heavy oversight with multiple independent agencies overlooking it & confirming it . Hard form of ID verification should be imposed ,  You heard of the rumors from the last US elections ,  Zombies aka dead people along with people aged over 100+ years immortality coming in cashing in & voting for their favorite candidate.

I can think of some Linux distros that are secure which can be used by voting machines.

  • Kali Linux
  • Tails OS
  • Parrot Security OS

But I think there should also be hardware based security on these voting machines.
